Founder & CEO
Sophia Parker founded DSFederal in 2007 with a mission to connect the best technology with the brightest minds to address the federal government’s toughest challenges. She has received numerous accolades, including SBA's 2015 Maryland Small Business Person of the Year award, for her ability to deliver excellence in government contracting. Ms. Parker champions a people-centric business philosophy that she embodies both in the workplace and in greater and global communities. Over the years, she has become especially dedicated to helping women and children, from volunteering in women’s prisons to supporting education and health initiatives for children and their families. Since 2012, she has visited Kabul, Afghanistan annually, with the support of DSFederal employees and friends, to deliver school supplies and warm clothing to children at the Aschiana Center, which offers a safe place with classes and meals for street children.
Director, Health Programs
As Director of Health Programs, Stefani Olsen provides program management oversight to DSFederal contracts with the National Institutes of Health (NIH), the Office of the National Coordinator (ONC), and the Administration for Children and Families (ACF.) She institutes best practices in program and project management and mentors project managers and staff in their application. Stefani has 13+ years’ experience managing projects for Federal contracts, and earned her PMP credential in 2007. Through her work supporting the Health Resources and Services and Administration, Stefani developed subject matter expertise related to HIV/AIDS, maternal and child health, and rural health.
Director of IT
Ming previously worked as an independent consultant providing software development expertise. His first contract was from 2003 to 2006 with COMSYS IT Partners, Inc. (later acquired by Manpower Inc.) to build their in-house Front Office Exchange (FOX). Since 2006, he’s worked on various contracts for different Federal clients including the Food and Drug Administration (FDA), the Department of Justice (DOJ), the United States Postal Service (USPS), and the Department of Labor (DOL). He is a PMI Certified PMP and a Sun Certified Programmer and earned his undergraduate degree in Computer Engineering from Virginia Tech. Now, it’s the next stage of his career, and he looks forward to assisting DSFederal move forward.

Bangalore S. Shivacharan
Chief Executive Officer
Bangalore Shivacharan is responsible for leading strategic growth through innovation and managing overall operations of TurningPoint with a focus on our customer delivery organization and associated technology and services. Bangalore has over 25 years of Engineering and Management experience encompassing both commercial and public healthcare information technology sectors. His leadership of research and development teams has led to national recognition of TurningPoint’s innovations in health IT. Leveraging his deep understanding of the health IT technical environment and Federal Health Architecture (FHA), Bangalore has overseen the development and delivery of over 48 past and present innovative federal health IT solutions.
Bangalore has extensive experience in delivering award-winning solutions that enable interoperability, secure exchange of sensitive health data, and proactive detection of healthcare fraud, waste, and abuse. In addition, he has expertise in developing solutions that are compliant with federal health regulations and mandates, including Health Insurance Portability and Accountability Act (HIPAA), Health Level Seven (HL7), and the Patient Protection and Affordable Care Act (PPACA). He has made significant contributions to the healthcare IT industry as a technologist in predictive modeling and big data analytics, enhancing the decision making capabilities of customers. Prior to TurningPoint, Bangalore held key technology positions with Wisor, Hughes Network Systems (HNS), Data General Corporation, Electronic Data Systems (EDS) and Cap Gemini. Bangalore earned his Bachelor of Science in Electronics Engineering from University of Bangalore, India and Master’s degree in Computer Sciences from Stevens Institute of Technology, Hoboken NJ. Bangalore is member of the IEEE and AFCEA professional organizations.
David R. Hughes
Managing Partner and Co-Founder
In 2002, Dave teamed up with Bangalore to start TurningPoint Global Solutions. Dave is responsible for managing TurningPoint’s sales and marketing organizations. During his 30-year career in progressive management positions, Dave has assisted organizations in procuring software and services that increase revenue and improve operational performance. At TurningPoint, Dave has utilized his relationships with health IT agencies such as the Defense Health Agency (DHA), Food and Drug Administration (FDA), Centers for Medicare and Medicaid Services (CMS), Health and Human Services (HHS), and the National Institutes of Health (NIH) to learn about challenges they face and to craft innovative solutions to address them. Dave has helped to develop programs for CMS that strive to strategically combat fraud, waste, and abuse with a coordinated approach across the agency. Dave is active in health industry events and continues to connect TurningPoint to a growing network of federal health IT opportunities.
Throughout his career, he has been a noted industry speaker and has received numerous industry awards for advancing technologies, as well as corporate awards for exceptional performance. Dave has leveraged his expertise in data analytics, federal health IT, and back office operational support systems to serve the Federal IT sector. Dave holds a Bachelor of Science in Electrical Engineering from Duke University.
Director of Healthcare Solutions
Michael is responsible for identifying the business and strategic needs of federal health agencies, partnering specifically with HHS, CMS, Health Resources and Services Administration (HRSA), FDA, DHA, and the Department of Veterans Affairs (VA). In this capacity, Michael develops strategy and leads the outreach to government clients and industry partners who can strengthen and complement TurningPoint’s offerings and solutions for the government health sector. Michael leverages his expertise in industry best practices and effective use of technology to identify and meet needs at all levels of federal health IT. He collaborates with government entities to better serve taxpayers and enable them to meet their missions more cost effectively and efficiently. Prior to joining TurningPoint in 2013, Michael held positions at IBM, GE, and as an independent business development advisor to various federal health IT solution providers.
Michael holds a Bachelor degree in Electrical Engineering from McGill University and a Master’s of Science in Systems Engineering from the City University of London.
